There must be a 'return' connection if the load is to work. So, you cannot simply connect the load to the line conductor and expect it to work. It must also be connected to the neutral. In some circumstances (e.g. with no ground-fault interrupter installed), it will also work if you connect it to earth (ground) instead of the neutral, but this will contravene most electrical regulations and should NEVER be done.

Single phase 208 volt motors and most electrical resistance load devices do not require a neutral. They work because they have two phases of AC current on opposite phases. However, some devices, such as a 208 v electric range do require a neutral because they use the neutral and one of the hot legs to produce a 110 v control circuit, indicator lights, etc.

The potential of 208 volts is a three phase voltage. On a three phase distribution panel you can obtain 208 volts from any two adjacent breakers, just like 240 volts on a single phase panel. L1 - L2 = 208V, L2 - L3 = 208V, L3 - L1 = 208V. L1 - N = 120V, L2 - N =120V, L3 - N = 120V. 208V/1.73 = 120V.

208 Volts is a three phase configuration. two legs of the three phases is 208 volts. If the equipment says it will work on 208 volt, it might not need a neutral.

Any two legs of a three phase system is classed as single phase. A neutral is not needed in this type of classification.
