So often called chromoly, this steel alloy is used in a majority of structural tubing applications 'cause it's strong and tough. It depends. If it is a foot thick, definitely. but if the steel is only a few inches or less than an inch, it isn't. steel isn't strong enough on it's own to be bulletproof.

It depends on how strong the tornado is. If its a weak tornado then most likely it can not, but if it's a very strong tornado it is very possible that it can.

4130 usually means the frame is Chromolly 4130 and the manufacturer tagged the bike with it. You will more likely find them on BMX bikes and specifically old school or higher priced than your typical cheap store bikes made of steel.

631 and 4130 are similar density, but 631 is stronger. So theoretically you could build equal strength with a thinner guage tube using 631. I think the FactionBMX company uses 631 tubing to achieve a lighter frestyle bike than its smaller-sized 4130 competitors.
