This is a classic riddle. It is a joke on the form of Chinese names, where the family name comes first. In this case, the family name is "How". "How Tall" would be a name (if Tall was a Chinese word). "How Fat" would be the name of another person in the "How" family, as would "Thin".
The correct form of the riddle would not have a question mark at the end, as it is not a question, but a statement that is accidently interpreted as a question by the naive Westerner.
The version I learned as a child was "How fat is a Chinaman. How long is his brother." Not only is the form correct, but "fat" and "long" *are* Chinese words and so the statement is potentially correct.
