Engine used a serpentine belt, with a spring-loaded tensioner. You cannot tighten the belt. If the belt is slipping, either one of the driven components is going bad and dragging the belt, or the tensioner is bad.

You can't, the serpentine belt (or fan belt) on a grand marquis is equiped with a self tensioner, if your belt is making noise it either needs to be replaced or one of the pulleys on the cars may be loose and would need to be replaced.
it should automaticly tighten when you release the tensioner pulley after putting the new belt on. if it does not tighten 1 of 2 things happened 1). you didnt run the belt the right way 2). tensioner assembly is faulted and needs to be replaced.

You use a timing light to check the marks on the timing chain/belt.
