They make centering poles for this sort of thing, although I've never seen it need to be done for a brake drum... usually, it's just for steer tires.
They're aluminum, cylindrical, and typically can accept a 1/2" drive ratchet at one end. Screw them onto the studs, and mount the brake drum. Leave them on until you have the tires on and have at least two lugs torqued down.. otherwise, they won't hold the center.

In case of cost..drum brake is better than disc brake.

Pull the brake adjustment plug and back off the brake adjusters. You may also need to heat the drum near the center where it rides on the axle. Sometimes the drum is a little tight on the axle and the heat will cause the drum to expand just enough to get it off. use a slide hammer
You need to back the adjustment cam off. Turn the little star in the center until the drum slides on.
