This is typically caused by pad deposits on the brake rotors. Replace rotors and pads, usually the front will be the cause of this. The inside of the rotors are the outside of the wheel bearings, so this is not a simple job. If you don't consider yourself a mechanic (and are asking this question) it's probably best to have a shop do rotors, brakes, and wheel bearings (since they have to be pulled/replaced anyway).
To self-repair the brakes on a 1998 Land Rover Discovery, start by safely lifting the vehicle and securing it on jack stands. Remove the wheel to access the brake components, then inspect the brake pads and rotors for wear. If replacement is needed, remove the caliper bolts, take off the caliper, and replace the pads and rotor as necessary. Finally, reassemble everything, ensuring all bolts are tightened to the manufacturer's specifications and bleed the brake system if the caliper was removed.
