This depends on whether you have a low level toilet or a close coupled toilet. But none the less, its all the same in the end. Take the tank off completely and underneath will be a big nut, take it off using gas pliers, replace the gasket, put the big nut back on, tighten, but ever so much, place the tank back and there you go.

most likely its because of a worn flapper's the chain for the flap get caught under it preventing it from sealing.
Take off the back of the toilet. Look down to the bottom and you'll see a flap that is raised when you flush it. That flap is leaking. Assuming you have a regular tank toilet with a ball float and rubber flap and that the water is turned on and the tank is filling, the most common cause of a toilet not flushing is a broken or detached chain that runs from the handle lever to te rubber flap that keeps the water in the tank.

There is a flap inside the wheelarch with a little plastic swivel clasp on it. Undo, pull flap down (or out can't remember) and change bulb from there.
Toilets run because inside of the tank, there is a pipe which lets water go into the toilet bowl when it is flushed. Covering that pipe is normally a rubber flange that gets lifted up by a little chain when you flush. If that rubber flap doesn't go all the way back down and completely seal the pipe the toilet will keep running. So either the chain is keeping the flap from going all the way down or the flap is not making a complete seal. Easiest fix is put in a new one, costs like 10 dollars and the guys at home depot can show you on the model toilet there.

1. there should be a weight/float connected to the underside of the flap inside the tank. these can come out occasionally and fall into the tank or the tank drain. look to see if the it has become detached, and if so, just reconnect it to the bottom of the flap. 2. if not, you may need to adjust the length of the chain connected to the flush lever. 3. if the flap closes but leaks, it can easily be replaced
