The best thing to do is find a service company in your area that provides fuel polishing (speak to nearby marinas). They perform what could be described as "dialysis" on your fuel and tank. They have a portable machine that will suck the fuel through 1 micron filters and create a jacuzzi effect that will agitate and get out all the sludge and particles (including any water) out of the tank.

No but make sure the gas tank is clean and free from debris, if there is dirt or debris then clean the tank with fresh gas or you can use diesel fuel either way make sure its clean.

A few ounces? Treat it with dry gas. More than a few ounces? Drop the tank and clean it out.
I know over time that gas with ethanol will deteriorate the fuel lines on a boat, because they were not made for ethanol. I do not know, however, what would happen with a plastic boat gas tank. One would assume that if it did destroy the gas can, the government would mandate a warning of some sort. Otherwise, people could get killed.

take off the gas tank and then find a small chain, put the chain inside the gas tank add some gas and shake it for about 2 minutes, drain the gas and repeat if gas was orange or until u get it clean.
