sounds like you have it set for Celsius not Fahrenheit.
Press and hold the recirculation button. Then press the temperature up ("+") button to switch between degrees Celsius & Fahrenheit on the Climate Control Temperature and Instrument Panel Outside Temperature displays.

I just bought a 1994 Buick Roadmaster and the only thing that does not work is the the climate control. The climate control is not illuminating. I checked the fuses none of them were blown. Is there any kind of code or startup procedure I can do to troubleshoot it, please let me know how I can fix this.

They are not temperature controls. They're temperature measures. They are both correct

i don't think you can change the climate control from F to C. i havent heard of that being available in a thunderbird The actual answer to that question is: 1. set select knob to max a/c and the fan switch to hi 2. Press the warm, cool and outside temp buttons all at once for 3/4 of a second 3. release buttons Have a nice day
On the the climate control panel there is are 3 buttons, one says econ, the next looks like your windshield and the next one is square, this is the rear window defrost.
