You would have to submit an inquiry with the California Department of Motor Vehicles.
Every vehicle has the VIN stamped into the frame. Here is a website that will help you find where to locate your VIN: http://www.autohausaz.com/html/vehicle_identification_numbers.html If you have the Licence plate then you should be able to trace the VIN through your local DMV or Registry agent and the VIN will also be located on the Registration as well as the Insurance slips for the vehicle.
Honda quad had no vin plate the number is stamped on a plate in front of the steering shaft
Call the motor vehicle department and give them the license plate number. They should be able to cross reference the VIN.
Call the Jeep dealer with your vin number. Easiest place to find is on car title or license plate registration card
in all cars the lower drivers side windshield will be the vin # it will be on a small piece of black metal. You can also find the VIN on the driver side door jam. If you don't have access to the vehicle, your DMV can find out the VIN but there's a fee. Typically around $25.
It depends on why you want the information. If you have a license plate number that is an alternative. If you don't have the license plate OR VIN number it is going to be pretty difficult. You would have to have a legitimate reason such as a hit and run or some other crime that the police were interested in pursuing during an investigation. Even if you had a VIN number you need a legitimate reason for finding out specific information like that. This is assuming that you are asking about a car that you do not know the VIN number to rather than a car not actually having a VIN number which is located in the drivers side dashboard by the windshield as well as other locations depending on year and vehicle. .
Well the only hidden vin number that I know of is behind the rear license plate. Also bottom left of the front windshield, and drivers side door jam.
in most states you go to the DMV and get a vehicle abstract report, a few bucks. That report might contain the vin #
