On a 4cyl. Cavalier the fuel filter will be located towards the back of the car next to the rear tire on the passanger side of the car. Simply unscrew both sides of the fuel line and pop out the filter from the brace holding it. I use a pair of pressure pliers and an adjustable wrench.
you have to take the gas tank off to get to it and if you need to replace the fuel filter they have to be spechial orderd.
pull the fuel lines off the filter and put a new one in it will be on the passenger side 3/4 of the way to the rear of the car

Most GM vehicles of that year put the fuel filter almost directly under the driver tucked under a frame member. The filter is on the back side of the fuel tank. Look under the back of the car. You will see ,what looks like a small pop can. That's it. Make sure the key is off and you don't turn it on while you have the filter off. The fuel pump kicks on and won't kick off until there is 10# of pressure.
Could be the fuel pump or the fuel pump relay. Have a pressure test done on the fuel line and monitor it. If you lose fuel pressure when you step on the gas, then your fuel pump is likely going out.
