If you have just set-up the tank it will remain foggy for atleast a couple of days; this is perfectly normal.
If the tank is already established then it could be for a number of reasons:
* Filtration * Chemical Balance * Gravel * Neglect Filtration - you may need to change or wash parts of your filter.
Chemical Balance - go to your local aquatics store and ask for some water treatment*
Gravel - perhaps your fish have been digging, or maybe you just put more gravel in
Neglect - the tank may simply be very dirty, or maybe you have too many fish
*Your first move should be performing a water test. You could either purchase a water testing kit and do it yourself, or you could take a small water sample to your local aquatics store and they should test the water for free and recommend you a water treatment as necessary.
A fish in a bowl
If you want a fish bowl fish I recommend a betta fish but, none do.
A fish bowl is not a solution its what you keep your goldfish/ beta fish in :P

A fish bowl could be made out of Lego blocks. This would serve as an artistic expression rather than an actual functioning fish bowl.

A fish will most likely die if you put a cleaning agent in its fish bowl without removing the fish. You should remove your fish with a net and place it in another safe container until fish bowl is clean.
In theory, you could have a 2 mL fish bowl, but you could only put a very small fish in it. The 1 L fish bowl would be a better choice.
