She'll offer you some tutorials and a couple of tasks (meet all your town's residents, go to the beach and retrieve a shell for her, purchase a shovel and net OR fishing rod and catch at least one bug/fish and so forth). Once you've done all the introductory tasks, she'll thank you for your patience and give you a watering can.
Alternatively, when Leif's flower store opens, you can purchase a watering can from there, however it's not guaranteed to appear daily and instead you may find a shovel or axe instead.
