This answer comes directly from the Chile Pepper Institute at New Mexico State University:
"Sow Chile seeds 8-10 weeks before it is safe to plant in the garden. Avoid starting too early as plants may become root-bound or leggy. Use shallow flats or containers filled with a sterilized soil mix or commercial potting soil. Optimum soil temperature for Chile germination is between 80 and 90 degrees. You may need to supply bottom heat with the aid of a propagation mat. Sew seeds 1/4 of an inch deep into soil. Chile seeds take 2 to 4 weeks, depending upon soil temperature, to germinate. Some varieties, like those in the chinense species, may even take up to 5 weeks to germinate.
Seeds themseves do not require light to germinate, however once the seeds have germinated provideadequate light for seedlings. The light plants receive on a windowsill is often insufficient and may lead to leggy growth where plants are stretching for the sunlight. A bright south facing window that receives sunlight all day is usually sufficient. This will result in a more compact, healthier transplant to set out in the garden. Do not over water, especially when seeds are germinating, this may lead to damping-off, a fungal disease that causes young seedlings to die. Soil should be moist at planting time, but allowed to dry out somewhat on top before re-watering. Drain off water collected at the bottom of the planting tray so that seedlings are not sitting in the water. In order to reduce transplant shock, seedlings should be gradually conditioned to the outdoors for about a week before being set into the garden. Start off with just an hour or two of exposure to the outdoors at first, then increase time slowely until you are leaving them outdoors day and night."
I have followed these instructions exactly and received a wonderful harvest of extremely ungodly incredibly hotpeppers. Good luck, and be careful with your bounty of the hottest peppers in the world.
Buy seed. Plant in potting mix, 5mm deep. Place in warm spot. I put in hot water cupboard if you have one. (If you do take out the day you see them pop through the soil and place on window sill.) Otherwise place on a window sill or somewhere warm. Chilis need warmth to germinate, over 20 Degrees, if you live somewhere warm you maybe able to do outdoors. Keep growing in the seed mix until 5 inches tall then if you are in a cool climate pot up into potting soil in a bigger individual pot. (If warm outdoors, over 18-20 Degrees C daily high, plant outdoors.) Grow indoors until the weather is warm enough to grow out doors. Feed with liquid fertiliser every 2 weeks (I use an organic liquid feed that is not to high in nitrogen). When changing from indoors to outdoors put outside for 2 or 3 days in the pot before planting out into garden to harden off. When I plant in soil I add a handful of manure and tablespoon of blood and bone and mix into soil. Continue with liquid feed every 2 weeks. Good luck.
Before putting the transplants into the ground, make sure you fertilize the soil fully and work it well. Make sure you transplant the chili peppers on a cool, cloudy day. This prevents wilting and shock. If your plants still wilt, make sure to water them so the ground is somewhat soaked so they can revive themselves.
The jalapeño plant (a Mexican chilli pepper) has a growth-period of 75 to 90 days, depending of the hybrid/cultivar.

a life cycle of a plant is like the growth of the plant in different seasons and how fast it grows
The plants life cycle is when the plant is just a root then it groows and finally it reproduces

a plants life is longer and the plant can develop for items.
The seed germinates and the plant grows larger. Plants do not have a life cycle of several stages.
the stages of flowering plant's life cycle starts as a seed then the seedling, mature plant and finally death.
Plants have two stages in their life cycle, sporophyte stage and the gametophyte stage.
The stages through which a plant or animal goes through in life is called the life cycle. Each plant or animal species has a different life cycle.
