Why do rear brakes stick on a 1996 caprice?

A couple things can cause the rear brakes to stick. An frozen emergency brake cable can hold the brakes in the on position and keep the springs from retracting the brake shoes to the anchor pin. An axle seal can go bad and allow rear end gear lube to leak into the rear brakes and soak the brake shoes with gear lube. A wheel cylinder can freeze up and cause them to drag. There's a couple things for you to check.
