There is a special tool you have to buy (it costs about £30). The instructions are in the owners manual but not very good.
Before you do any of that, check the hydralic fluid reservoir, it is under the spare wheel in the back. All I needed to do in the end was top it up and it was all OK. Money and time wasted on the tool.

Yes you can. The proper wiring of a switch is to bring the hot wire to the top of the switch terminal and connect the load to the bottom of the switch. When the breaker is turned off it disconnects the voltage from the top of the switch and the switch is then safe to work on. By not turning the breaker off, the voltage is present at the top of the switch which could subject you to a nasty shock if you come into contact with it.

You will need a voltage tester to determine this. Put the tester across the top screw on the switch to the ground wire in the switch junction box. If there is an indication of voltage you can assume that the problem is further down the circuit. If there is no indication of voltage on the top screw then test between the bottom screw on the switch to the ground wire. Sometimes the "hot" is on the bottom screw. If there is no voltage present at the switch you have to work your way upstream towards the distribution panel to see what is interrupting the voltage.
