Your clockspring is bad. You will have to disconnect the battery and let the vehicle set for a few minutes to dischrge the air bag capacitor. Then remove the two screws from the back of the air bag (steering wheel) then pull out the bag. What the bag is connected to is the clock spring. Next you will need to remove the steering wheel. Unbolt the large nut in the center of it. Then use a steering wheel puller or bolt puller to pull the wheel off the column. Next you will need to remove the column cover and I believe the bottom cover of the dash will have to be removed to get to the screws. The just remove the clock spring and replace with the new one. I did this to mine but it has been like two and half years so I cant remember every little screw that I removed. Replace in reverse. I hope this helps you.

Alot of cruise control units have a vacuum line going to them. Check this line see if there is any leaks or such.
Buy a new one!

The pcm controls the cruise.
