If it is an "S' model it does not have a power steering pump. You can tell by basically having to use a lot of force to love the steering wheel when at a standstill left or right. Si models did come with A/C and power steering.
the Pump does not control this, it is internal to the steering gear system, usually a "Steering Rack" Telling if or not will be a matter of getting the Steering Rack # and checking to see if it capable of variable boost.

It could be a belt, or a bearing, usually the power steering pump. Quickest way to tell if its a belt; spray the belts with "belt dressing". If its a power steering pump, it should get louder as you turn the wheel. Check the power steering fluid level.
If the power steering pump is making a whiny noise on a Pontiac Grand Prix, the way to tell if this noise is from the pump or another source is to turn the steering wheel. Are you sure that it is infact the power steering pump? I myself have the same car and I thought it was the pump but, when I finaly looked at it...it turned out to be the hose! Anyways if it is the pump its pretty easy. I cant really tell you in detail but its down under the serpintin belt.
Turn your vehicle off and then wipe the excess fluid from the power steering pump and line. Survey the power steering pump to see if their are any holes or dings. It may be hard to see so try using your hand to feel around. You may have to wait for engine to cool. If you did not find any leeks then top off the power steering fluid. Watch the power steering line while having a partner or friend turn the engine on and turn the steering wheel fully in one direction and the same in the opposite direction. Watch the power steering line to see how far up it is leaking. If you can not see where it is leaking because of too much fluid leaking, then re-wipe and try again. If you still can't tell then take the line off and make sure the hole on the pump where the bolt goes in is not damaged. Then make sure the bolt itself is not damaged.If the hole or pump is damaged then you need a new pump and if the line or bolt is damaged you need a new line.
Not knowing what vehicle you have I can tell you that most power steering pumps require a special puller to remove the pulley off the pump and install the pulley without damaging pump or pulley. This puller can be rented or purchased from most auto parts stores.

Trun your steering wheel to full lock left and right and hold it in full lock (One side at a time) for about 10 seconds if it is the steering pump that is whicning the whine sound will change when in full lock.
