Pulling the turn signal switch toward you should switch
the lights to the low beams. If that doesn't work, you
may have to replace the switch, which means replacing
the entire turn signal stalk.
I am presently having the same problem on my '97 sunfire. According to the wiring diagram, the daytime running lights are actually just the highbeams running in series. For whatever reason, I don't have a driver side high beam either. I assumed it was the relay, but I might be mistaken. Where is the darn relay located anyway? the relay is in the fuse box inside the car on the drivers side door panel
You can,t switch between high and low beam in DRL mode. Only when you turn on the headlights with the HL switch.
When you operate the bright/dim switch, do the lights ever switch between high and low beam, or are they stuck in the high beam mode? If your headlight switch is like mine, and is part of the turn signal/headlight/dimmer/cruise stalk, you might need to replace it. It's about a $60 part and is a reasonable do it yourself job. I have had this problem on my girlgfriends car. Check the wiring running to the lights behind the drivers side headlight under the battery box. The wires were sealed with duct tape from the factory and the connections have just corroded. It's actually a pretty easy fix but dont put it off too long because you eventually wont have lights at all. .
It might be the high/low beam switch. Had to replace one on my '96 when I had only low beams.

from what I've found the only way to shut off your daytime running lights is to put on the e-brake, or take out the fuse, which isn't the best idea. the daytime running lights will also usually not work if there is a blown hi-beam light

When my Sunfire had this problem, the cause was a burned out high-beam section of the left headlight. It appears that in the daytime running light mode, the high-beam sections are connected in series and if one burns out, they both go out. (Just like XMAS lights) I found this by turning on the headlights and walking out to the front of the car and looking to see if both lamps were on during both low and high-beam operation. The bulb is easy to replace by removing a couple of screws and removing the entire assembly and from the rear of the lamp housing, simply twist the bulb counter clockwise and out it comes. I decided to replace both the left and right bulbs while I was at it and the package came with two bulbs anyway. Hope this solves your problem. i just bought a 1996 pontaic sunfire for my son the day light running lights wont come on and when i flip it from hi beam to low beam i have no lights can you help me and also how and the heck do you change the licene plate bulb thanks terry crisfieldmd@verizon.net
Turn on you lights and put them on low beam. That is daytime running lights.
With your low beam headlights on , pull the headlight control towards you
