If you seat belt is faulty you should have it replaced. If it fails on you in an accident you may be killed.
My back passenger seat belt locked up, and wouldn't unlock. I folded the seat down, peeled back the cover to seat belt locking mechanism, and tried everything but could not get it to unlock. Finally, I gave it a small whack with my hand, and it unlocked and is now working fine.
Forgive me if you have tried this already , but have you moved the seat all the way back ?

Take the key to motorcycle, insert it in the seat lock on the left side of the motorcycle, under the seat cowl, unlock lock, lift seat up and pull seat out.

To repair a seat belt that does not retract, the first thing to look for is something that is stuck in the seat belt housing. Sometimes things can fall into this area and jam it up. Also check for a twisted seat belt.
Same seat belt got stuck on my 1998 Pathfinder. The plastic cover that starts at the take up slot and goes all the way to the floor can be popped out to gain access to the seat belt take up. In my case, I didn't have to go all the way to the floor. After popping the top of the piece at the take up slot the belt suddenly became unstuck and began to work OK. I never got to see how it was stuck, but I believe that the seat belt had folded over and twisted around behind the plastic piece. To pop the piece open, I used the wooden handle of a small cleaning brush. I felt that a screw driver would break the plastic piece. Hope this helps with your stuck belt.
Without a seat belt, you could end up hitting the dash between the airbags.
