AirPlay will not work with the old version of Apple TV. It requires the new Apple TV or some other equipment that can connects with AirPlay (such as audio equipment) that can play your digital files as AirPlay streams them from your computer.

The current Apple TV is a closed system and cannot add apps, other than those provided by Apple. You can use Airplay mirroring to push the video and audio of the chat session on to the Apple TV. Both devices must be on the same wireless network. Click on the box with the upturned arrow and select your Apple TV.
You should be able to use it right away, you just have to change the Apple ID in your account settings.
If your iPhone is new enough to support AirPlay, you can mirror your screen to your computer and record it from there. For windows you would need to get an AirPlay receiver and if you have a Mac then it is already built in to use.

With the right content from the Internet and either a smart TV or a smart receiver such as Apple TV, then yes of course you can.
There is no separate PC version of the Apple TV as it connects your TV to your network at home (usually wireless but can use an Ethernet wire) which can be used by Macs or PCs or both.
