H L A Hart rules of change what is harts rule of chang?

Hart in his book, Concept of Law, has contemplated law to be a unification of two kinds of rules - Primary Rules and secondary rules. These two rules together make, what is known as a 'system of rules'. Secondary rules are of three types -1) Rules of change2) Rules of Adjudication3) Rules of recognitionPrimary rules and secondary rules must co-exist, each being sine qua non of the other. As per his thesis on the rules of change, he says that these are those which enables the modification of the primary rules. If primary rules are not changed then law will not be able to adapt with the changing time and will be of no use. Hart says that rules of change include repealing old rules and bringing new ones in place and amending the rules to suit the changing time and circumstance, which is in a state of constant flux.In light of a constitution, the amending power can be said to a rule of change. eg: Art 368 in the Indian Constitution is a rule of change. (It must be kept in mind that it also provides a power to the Parliament to amend, thus, is also a power conferring law).

Does a philosophy provide rules for living?

I don't think it does. Philosophy never tells you what to do. What provides rules for living is religion.

Difference between primary law and secondary law?

Primary law refers to laws that are passed by legislatures, such as statutes and regulations. Secondary law, on the other hand, includes legal sources that interpret and apply primary law, such as court decisions and legal commentary. Primary law creates the legal framework, while secondary law helps to interpret and understand primary law.

Do the primary dental insurance rules govern the allowed charges from the dentist?

The answer to the question, is it depends. State laws on coordination of benefits (CoB) can impact the answer, but there is a general rule of thumb. If the dentist participates in a network that is connected to the patient's coverage--whether that coverage is primary or secondary, the participating network contractual relationship determines the amount that can be collected from the patient. Here's a table that was developed by the National Association of Dental Plans outlining various CoB scenarios and what determines the charges to patients under each.PATIENT COVERAGEWHAT THE DENTIST CHARGES THE PATIENTPrimary and secondary coverage are both DPPOs; Office participates in both network plans. The DPPO allowances of the primary plan.Primary coverage is a DPPO, and the secondary coverage is an indemnity plan. The DPPO allowances of the primary plan.Indemnity plan is primary, and the secondary coverage is a DPPO.The DPPO allowances of the secondary plan. Why is primary school the best?

In my opinion, primary school is just as good as high school. In primary the lessons are just easir and the teachers are nicer but still strict. However secondary school is strict and the lessons are harder. But i think that every school only has rules to keep us safe. I like primary and high school. I dont have a favourite. :) :)

What does secondary health insurance cover?

First check your policy. Then check http://www.steveshorr.com/technical_questions.htm#Primary for the rules on who pays first. Basically a 2nd policy will pay what the primary didn't, but not more than 100% of your bills. If the bills are not relevant, then it's a supplemental policy.
