It was a policy every imperialist European nation had to follow to be successful at colonizing an African nation.

The policy had a main two parts:

-Inform ALL other European nations that that nation was going to colonize the part of Africa they choose to

-Be able to successfully govern the African nation, like providing for the Africans (merely such), gain the profit, be successful...

The Berlin Confrence was made to avoid violent situations, like nations clashing over land.

And so with this rule, it all comes to power next. Britain was the largest power of doing so, therefore it had the most land over it.

The French had a lot of power also, so they had a lot of land as well.

As a result, the land is divided not really by where but by how much.
