Cleopatra did not muster the troops and warships for the Actium battle. It was Antony that ordered the troops to join him. Remember, Antony was still the Roman authority in the eastern part of the empire and the allied kings had to obey him as he spoke with Roman authority He also commanded his own Roman troops. As for the ships, the Egyptians were known in the ancient world for their shipbuilding. (surprisingly, as their native country was mostly dessert). At any rate, when Antony gave Cleopatra the territories around the eastern Mediterranean, present day Lebanon was included and that area was heavily timbered, having the raw materials for shipbuilding. Antony was the one who recruited the troops and ships, but Cleopatra bankrolled the entire operation and supplied some rowers.
