Every civilization in history has been imperialistic, from the Persians, to the Khans, to the Romans, etc. Imperialism only requires a desire to expand, will to suppress others under your rule, and the technological to conquer and retain power over the vanquished. Since Europe had the desire to expand, the will to suppress others, and the requisite technological advantage, they were able to practice imperialism.
