Germany started expanding it's army before WWII even though it was a violation of the Treaty of Versailles. England and France were appeasing Germany because they didn't want to go to war again. So when they did declare war on Germany, Germany was ready for them.
Additionally, there were already projects underway to develop new weapons, machining processes and the conversion of factories from civilian manufacture to military purposes.
