Stalin was the General Secretary of the USSR in 1953, but he died in March of that year. Prior to the election of Nikita Krushchev in 1958, the USSR was run by a "Committe of 5".
There was no Tsar (Czar) in Russia from 1917 onward. The Bolshevik Revolution of 1917 removed that regime, and replaced it with the Union of Soviet Socialists Republics (USSR) around 1922.

As with the US, each succeeding President gets mellower and softer. Kennedy was easier on the enemy than Eisenhower was, Johnson mellower than Kennedy, Nixon was an exception to the rule he jumped back into the "hard-core" category (primarily because he was always picked on and lost the presidential election to Kennedy in 1960). Stalin was very tough, his successor Krushchev was abit more easy going compared to Stalin, Soviet Presidents after Krushchev were very easy to get along with.

Joseph Stalin during WW2 and Vladimir Ivashko during the Cold War. Actually no. Lenin began the regime and Stalin took over when he died. Stalin was murdered and Nikita Krushchev was his sucessor. Leonid Breshnev was next and Mikail Gorbachev was part of the fall of the USSR. Ivashko was one of Gorbachev's official.
