Yugoslavia was never under Soviet control. From 1945 to the late 1980's Yugoslavia was a communist state, but it was not allied to the Soviet Union or to the other communist states in Eastern Europe. It behaved separately from the Soviet Bloc and refused to ally with either the US or the USSR. It was an officially "non-aligned" country, just like India, which was a democracy but not allied with the US.

For most of its post-war history, Yugoslavia was ruled as a Dictatorship by Josip Broz, aka. Marshal Tito. He maintained a centralised state to make sure that the member nationalities did not drift towards independence. In the late 1980's Tito died and Yugoslavia began to drift towards democracy. This was a problem because without communism to hold them together, the member nationalities started to go their own way. In particular, when Tito died, the constitution was changed to give Serbia much greater control over the rest of the federation. This annoyed the other nationalities and made them want to break away.
