The Iranian people of many stripes revolted all across Iran and it was simply too massive and widespread for the SAVAK (the secret police) to destroy it. The Shah did the math and figured that he would no longer be able to safely govern Iran and abdicated. This allowed his Prime Minister to court opponents and try to create a Republic that represented the will of the Iranian People. However, between April and October of 1979 (after the Shah had already departed the country and the Islamic Republic of Iran declared) the Ayatollahs were able to consolidate power and create the Constitution of the Islamic Republic of Iran which vested the Religious Fundamentalists with political power.
