The radiation is everywhere; it is also very weak. The theory is that this energy is a remnant of the cosmological event(s) we call the Big Bang. The Big Bang theory predicts an even distribution of material from the first moments of the Big Bang. The suggestion from the image is that energy and matter were much more clumped than the theory would allow. Theorists are looking for the answers to this observation.
