At one time medics were considered non-combatants and were not supposed to be shot. In World War 2 this standard seems to have changed on the Russian Front and in the Pacific. I am told that after the war US medics began carrying pistols, and today they carry assault rifles. It may be one of those gray areas like jaywalking.
