This question makes the incorrect supposition that country of West Germany does not exist anymore. West Germany was the common-person's name for the country officially called the Federal Republic of Germany. When Democratic Republic of Germany (East Germany) collapsed in 1989, the Federal Republic simply absorbed the territory. Since there were no longer two Germanies, people stopped calling the Federal Republic of Germany as "West Germany" and simply as "Germany". However, the government of the Federal Republic of Germany did not change in any meaningful way (aside from having more territories).
Yes, Germany has a federal government. In fact, the official name of Germany is Bundesrepublik Deutschland, which means Federal Republic of Germany. When East and West Germany reunified after the fall of the Berlin Wall, officially what happened was the Federal Republic admitted six new states (the six states of the former East Germany) into the Federal Republic that had previously been only West Germany.
The same name that West Germany had - Federal Republic of Germany.
