Sultan Suleiman was an absolute dictator. However, he did not rule alone. He had a large cadre of ministers who advised him on economic, social, and political policies. He also had a Janissary General who was in charge of military operations who reported directly to him. Additionally since Suleiman organized the Millet System, a leader of every non-Sunni Muslim religious group (such as the Armenian Christians, Greek Orthodox, Jews, etc.) reported to him on the concerns of their Millets.

Under the chief ministers described here was a large regulated bureaucracy to enforce the demands of the Sultan. The empire was divided into provinces or wilayets that were each ruled by a governor appointed by the Sultan as well. These governors would report to Sultan's ministers, but would be responsible for maintaining peace within their provinces.

The ottomans ruled their empire badly.ONe reson is because they did not know alot about what they were doing.Also because they kicked alot of people out their houses and made them live on the streets.They were mean and unfair people..Around 6 b.c they told every one if they did not follow what they want them to then they was going to die and burn u\in hell.Ottomans was not the best of people but they were smart about what they did..
