Toward the end of 1991, Boris Yeltsin, who had come to power recently, ordered General Vadim Bakatin to dissolve the KGB (the Soviet Secret Police). In about October of that year, the instructions were carried out. Duties of the KGB were shifted among a couple of other agencies. The Soviet Secret Police (the KGB since back in 1954) has a long, long history in Russia. A link is provided to the Wikipedia article. Knowledge is free there.
