The plebeian mass had its own plebeian council separate from the mentioned assemblies. This was because it was set up as a break-away body during a plebeian rebellion against the state. It was integrated by allowing the votes of this council (plebiscites) to become laws binding on all citizens, including the patricians. The leasers of this council, the plebeian tribunes, became the main legislators. Officers of state were elected and got on with their jobs within their remit without supervision by a central body like a cabinet or a president.

The two governments were similar only in the fact that they are both republics with the people electing people to speak for them. They differed greatly in all other respects as they were/are different cultures with different concerns existing in different times.

The only people who were elected to speak for the people were the plebeian tribunes who spoke only for the poor plebeians. Voting on laws was done directly by the people in the popular assemblies. The Romans did not elect representatives who would vote on legislation on their behalf like the congressmen in the US. The Romans also elected all their officers of state. There were five types of officers of state and each type of officer operated independently within their remits. There was not a centralised administration as in the US. The Roman senate, which was the most powerful political body, was not an elected body. Its members were enrolled by an officer of state called the censor who enrolled them on specified criteria, such as wealth, status, education, and moral rectitude. The senate also did not propose laws of voted on them; it was an advisory body. The state was headed by two annually elected consuls.

The only commonality is that it was a republic. However, this term mean is that the state is not ruled by a king, emperor, prince or duke. That is all. A republic can be a democracy, an oligarchy (which is what the Roman Republic was) or a Dictatorship.
