At first, it was persecuted as weakening the position of the political leaders and their own gods. It gradually gained acceptance and was finally integrated into the political structure. Although Rome fell, the Byzantine Empire continued the religious role in the functioning of the state, as did the later Holy Roman Empire of Europe.

He says that the provincial governors declared themselves ready to listen to any accusation that might affect the public safety, but as soon as they were informed that it was a question not of facts but of words, a dispute relating only to the interpretation of the Jewish laws and prophecies, they deemed it unworthy of the majesty of Rome seriously to discuss the obscure differences that might arise among a barbarous and superstitious people.
The Romans were tolerant of all religions, recognising that it was the same gods with different names. However they acted harshly against any religion which was disruptive or revolutionary, as they had with the Bacchanalians in the 2nd Century BCE.
Christianity was the Nazorean Sect of Judaism until 90 CE when they were expelled. This focused the Romans and they were horrified to get reports of meetings in private houses rather than openly at a temple, and eating human flesh and drinking human blood. This seemed appalling and the secretive meeting suggested plotting. Domitian started a purge to end this, and the proscriptions lasted for several years until they were able to persuade the emperor Trajan that they were not plotters, and became tolerated. Subsequently sporadic persecutions occurred in different local areas, but for mixed causes
