They are believed to be written by a group called the Essenes. This isn't known for sure, but considering where they were found and approximating how old they are, scientists have come to this conclusion.

Two boys, cousins, were lookind for their goat and one of them wandered into a cave. These caves are called the Quram Caves. The boy who atually found the Dead Sea Scrolls was Muhammed "The Wolf" and his cousin was Jum'a Muhammed.

A group of Bedouin goat herders first discovered the dead sea scrolls in 1947 in Qumran. Qumran is located close to the dead sea. It happened such that the while looking for a stray goat, the herders the herders got into a cave. They found a set of jars which contained old manuscripts. They sold it to a shoe maker named Kondo in return for some value. Of the seven jars that he bought, he sold three of them to Eleazar Sukenik of Hebrew University. He then sold the other four to Mar Athansius, a member of the Syrian Orthodox monastery. Athansius later brought those scrolls to American School of Oriental Research. Once it was in the hands of the western scholars, they gathered around the Dead Sea Scrolls and started the research.

AnswerSome of the Dead Sea Scrolls were copies of the Hebrew scriptures, essentially no different from other copies in circulation at the time. They may have been written in the Temple or elsewhere.

Other scrolls were secular documents, such as rules for conduct within the community. They need not be regarded as inspired documents, as some regard the scriptures, but simply as documents written for the governance and harmony of a small sect based in Qumran. They probably had several authors and were probably written over a long period of time, updated as and when the religious leaders saw the need.
