Historically the federal Government reduced their military size, the naval ship force and the Presidential Cabinets often failed to improve on fighting implements, methods to feed the troops and health care for the troops. It was not just the surprise of the war in 1898, the depression they had suffered contributed to the problem and they simply did not have the defensive or even an offensive military force that was needed to conduct a war. The United States learned after WWII not drastically cut back the armed forces. They did cut them back after Viet Nam but by then there were newer breakthroughs in the way we could conduct war and we could use less warriors for a short term war. It was a different story for long term wars. Spanish-American War

(1898) Conflict between the U.S. and Spain that ended Spanish colonial rule in the New World. The war originated in Cuba's struggle for independence. The newspapers of william-randolph-hearstfanned U.S. sympathy for the rebels, which increased after the unexplained destruction of the U.S. warship maine-destruction-of-theon Feb. 15, 1898. Congress passed resolutions declaring Cuba's right to independence and demanding that Spain withdraw its armed forces. Spain declared war on the U.S. on April 24. Commo. george-deweyled the naval squadron that defeated the Spanish fleet in the Philippines (see Battle of battle-of-manila-bay-1898) on May 1, and Gen.William Shafter led regular troops and volunteers (including future U.S. president theodore-rooseveltand his rough-riders) in the destruction of Spain's Caribbean Sea fleet near Santiago, Cuba (July 17). In the Treaty of Paris (December 10), Spain renounced all claim to Cuba and ceded Guam, Puerto Rico, and the Philippines to the U.S., marking the U.S.'s emergence as a world power.
