Most troops on both sides were volunteers. A town or county would be asked to form a regiment and local leaders would elect a colonel. He would name majors and captains. The lower ranks would be filled with volunteers.

Later in the Civil War, the South instituted a full call-up (a draft) of all able-bodied white male adults.

The north began using a draft in 1863 but most quotas were still filled by volunteers.
