The first oceans began to form around 4 billion years ago. They formed from the outgassing of water vapor from volcanoes as well as water transported to the surface via asteroids and comets. As the Earth cooled water vapor in the atmosphere turned into clouds which rained down the water that would create the oceans.
The earth condensed out of the dust disk which forms round our Sun as it formed. The heat of the Sun prevented elements and compounds with low boiling points condensing within the orbit of Mars and the planets which formed between Mars and the Sun are therefore all rocky planets.
When the earth first condensed it was molten throughout and the heaviest components (the Iron and Nicol) sank to the core and the lighter material floated to the top. The atmosphere of the Earth at this point would have been mainly CO2 (like Venus).
As the Earth cooled the crust solidified any any water in the atmosphere began to precipitate as rain. It is also suggested that more water was brought to Earth by comets (which we see are mainly made of Ice today) impacting the Earth in the bombardment phase (the same bombardment that put the big craters on the moon).
Eventually the Earth cooled enough for the water permanently condense out of the atmosphere and to accumulate in low lying areas on the planet and the oceans were formed.
Where Earths water comes from is not completely clear.
One common theory of where the Earth's water comes from was the comet impact theory. The belief was that earths water came from comets that impacted on the early Earth during the time of the Heavy Bombardment. Scientists have looked at samples of ice from comets and the ratios of heavy water (water with an isotope of hydrogen called deuterium) does not match the water found in the oceans. This has lead scientist to believe the oceans are not made up of mostly cometary water.
Evidence of water on the early Earth comes from Zircon Crystals dating from 4.53 billion years ago, only 187.2 million years after the planet formed. Zircon crystals can only be created in the presence of water. This has lead scientist to believe that a large percentage of water was already in the rocks on Earth when it was created.
However examination from "fossil water" taken from Hawaiian volcanoes that originally comes from the bottom layers of the crust also shows differences from modern water.
It is likely that most of the water on Earth was in the rocks as it was created but a percentage of the water must have also come from comets and ice rich meteorites.

While the surface of the Earth was still smouldering and expelling gases, the combination of oxygen and hydrogen molecules created moisture which went on to form a thick cover of clouds around the whole Earth. Apparently the cloud cover was hundreds of miles thick and no sunlight could reach the Earth.
Eventually it started raining, but the Earth was so hot that the water droplets would evaporate miles before it could even touch the Earth's surface. The evaporated moisture went back to form more clouds and this cycle continued for 40000 years.
Finally, the Earth's surface solidified and cooled enough that the first drops of water actually could touch it. Depressions in the crust were filled with water and went on to form the Oceans and for the first time, the Sun's rays could reach the surface of the Earth and result in photosynthetic Life Forms.
