In all likelihood yes: the two breeds are very warm to humans and to other dogs. However, it is important that the Chesapeake Bay retriever have already been well socialized with other dogs his or her whole life. If that is not the case, then adding another dog to that dog's life is a less good idea.
Not quite accurate, Chesapeake's are NOT warm to humans they do not know. Don't try to pet one you don't know or you'll pull back a stub. But, they would do anything for their master. If a puppy is brought into the house it will be tolerated by the older Chessie. I've done it several times with a Springer puppy. They later became friends on the Chessie's timetable though. (I bred and trained Chessies for 20 years) Most often they do not care about other dogs either way. Rather oblivious and not interested. A new puppy added to the family should be OK. A full grown dog will depend on how well the Chessie was socialized. Introduce them somewhere neither has been before, (no territorial issues). Bring the new dog in the home first then the Chessie, less home turf issues to be protective of.

If you are getting a labrador while it is still a puppy, then yes the dog will usually get along with the cat since they will have grown up together. and it also depends if the cat is used to dogs, if not the cat may run from the dog or attack when the dog is near it and they will not get along. My labrador gets along fine with cats, it the cats that don't particularly like my labrador.
