You can fly car in GTA Vice City using a cheat code. However it will not affect the city. You can just see the city from a certain height. The same can be done by flying a helicopter or seaplane in the game. In real life, it may affect the cities in a positive way. Flying cars will lessen the load on roads and there will be less traffic and road accidents.

It depends on how flying car in future will fly. If they will still use the same fuel then it will be bad.
We are looking forward to control pollution in our cities and the best thing is if the flying car use some anti gravity tech and some solar power to drive forward. This will be a revolutionary step towards daily transportation. We will have imaginary grid road system on the cars computers to drive at a certain level and avoid traffic. There are many advantages to that.
