Probably surprise at first, possibly shock. Then that could change to Horror, since many third parties are strongly in favor of changes that most would think quite radical. Then their horror would be downgraded to mere annoyance as they realize that the President can't sign a bill that Congress hasn't passed. It could actually result in the Republican and Democratic Parties working together for a change, but I would have to see that to believe it.
