YES. Europe did accept refugees from Syria for decades, but very few Syrians made it out of Syria since the Assads would have their armies shoot people who made an illegal crossing. Since Assad can no longer do this and the situation in Syria has substantially deteriorated, hundreds of thousands of Syrians are coming to Europe (instead of the small trickle from before).

No, everything is centralized under the president. Governors in Syrian provinces are not elected by the people, they're appointed by Bashar al-Assad himself. All of Syria's provincial governors are associates and henchmen of Bashar al-Assad. As for Syria to get a federal government, that would be a great idea once Bashar al-Assad falls from power, since Syria has many multi-religious and multi-ethnic communities.

Yes, probably. If you were to be a president, you would have to have leadership and no fear to anyone in front of you. If you did, you can't be a president. A president has to perform a lot of speeches! If you were shy, I guess you wouldn't even be elected for one.

President Obama said that if Syrian President Assad refused to stop using chemical weapons on his citizens, the US and others in the world community would take action. But there has been no declaration of war, and the president has stated he would not send US troops to fight there. Further, the president has expressed his preference for a diplomatic solution to the civil war in Syria, rather than a military one.
Putin would actually prefer less US involvement or more coordinated US involvement as Russia implements its own foreign policy will in Syria. Currently, the US and Russia have different priorities, with the US wanting to support the Free Syrian Army and Russia wanting to support Assad. Both can agree to oppose Islamic State and Putin would likely prefer cooperation on those grounds, if only to avoid friendly fire.
