I volunteer at a womans and mens homeless shelter on the weekends. When they go out looking for a job they can only use their cell phone and the address of the shelter. Often they are reluctant and/or embarrassed to give the address out They do not have a complete wardrobe at the shelter and nicer clothing items are often stolen. Homeless makes looking for a job that much harder.

If the reason you are under the doctor's care was work related you probably qualify for Workman's Compensation. I would think it would depend on the situation. For instance, you are still able to actively look for work and work then I would say yes. Unemployment usually does not care about if you are under the care of a doctor. They care if you are able to work.
It can be due to poor hygiene, a medical condition, or unwashed clothing. Those things, in turn, may be due to poverty or homelessness.
