A closed system would be full of freon without any leaks and a opened system would have no freon or has leaks...........
This is normal it does it to cycle the freon
It could be the high speed heater motor relay is stuck on or the switch itself is broken.
Compressor not running? Check fuses, check switch
The cycling switch (located on the side of accumulator) is probably faulty. This is an easy fix, screws into the accumulator.

Low freon level. When at idle the compressor isn't running at full capacity - so it will work fine. Once you spin up the RPM's - if there isn't enough freon in the system it will cause a "low cut out" to occur as the compressor is moving much more refrigerant through the system and there isn't enough freon in the system to replace what is being pumped.
Connect a freon gauge and the freon can to the low side ac port. With the ac running on high and the engine running, open the freon. Let it flow until the gauge shows that the system is full.
