If you were obstructing an investigation being conducted against someone else - and THAT person eventually had no charges files against them - that does not mean that you didn't obstruct the investigation. Question isn't entirely clear. If party "A" brings charges against party "B" - party "B" can bring charges against party "A" if they can convince the police or the prosecutor that an offense actually took place and they are not just doing it as retaliation.

yes they can get married...even if someone with legal guardianship does not want it to happen they can still get married. They still have the right to vote, pursue happiness and get married.....

No. If you didn't know he was already married when you married him, you are not the one who will be charged and prosecuted. But your marriage will not be legal because his previous wife is still his legal wife.
