4 wheel ABS was an option in 2001.
To the best of my knowledge there is no on and off switch for the ABS on any vehicle.
Rear abs was standard. 4 wheel was optional.

The ABS light is on because there is a problem with the ABS. The light won't go out until the problem is fixed. As long as the ABS light is on the ABS will not function.

The abs light is on because there ia a problem with the system. Once the problem is fixed the light will go off. As long as the light remains on the abs system is not functioning.
I just replaced the ABS module on my 2001 ram 1500 and it was simple. It took only about 20min and is easy to access.
The speedometer signal comes from the abs system. The rear axle speed sensor is the source.
