It is NOT illegal to say Merry Christmas in the United States. To pass a law like that would be against the 1st Amendment of the Constitution and if that were to happen there are many more things that really do need laws against than that. Many people say "Happy Holidays" to others out of respect that not everyone celebrates Christmas since it is a Christian holiday and not everyone is Christian. There is also an Constitutional amendment for the freedom of religion and the US does not have a state sponsored religion.
