To drill into cement you require a masonary bit for your drill. Masonary bits can be bought at any local hardware store or such like. Drill into cement using masonary bit (protects your drill from damage) then push a wall plug into the hole. to secure position and any attachment you wish to add ie woodern beams. I learnt the hard way about following this proceedure being a female that had never changed a plug.

It's also helpful to have a hammer drill. They make a lot of noise, they drill into concrete much faster than a normal drill.

ANS 2 - You will save yourself a lot of time and hard work by renting a good hammer drill like a small Hilti or a medium sized Bosch. You can also find many ways of attaching screws into concrete at the Hilti store. 'HIT' screws in particular , save a lot of time. They combine the screw with a polypropylene shield. You hammer drill the hole and just pound one in -simple.
